The tie was a gift from Linda Wachner, who was a member of the President's Advisory Committee for Trade Policy Negotiations. In 1993, she sent ties like this one to every member of Congress along with a letter expressing support for the controversial North American Free Trade Agreement. The agreement, which eliminated trade barriers between Canada, the United States, and Mexico, was ratified by Congress in November 1993 and signed into law by President Clinton on December 8th.
